British government has failed to to adequately safeguard human rights with its investigatory powers law

Whenever I see stories like this I am reminded of Jeremy Bentham’s Panopticon as outlined in Michel Foucault’s Discipline and Punish. The point of mass surveillance is to make us think we are always being watched. We “self-discipline” because we never know when the machines of power are watching.
